"Line out" is supposed to be just that, line level. Not supporting volume control is correct; that should only be used for headphone jacks. (Yes, they're generally compatible, but they are
not

This is why good tv’s differentiate between the two. (Max volume on the line out is still safe for the receiver and not headphone level.)
It’s just a software feature in the TV’s DAC. Not including it is lazy.
