Hardly any Android phones don't come with the Market--in fact, the only ones I've heard of that don't are China Telecom's oPhone ecosystem. Plenty of Android tablets don't have the Market.
I just got a cheap android smartphone for the equivalent of $100. I was afraid it might be crappy but I'm delighted with it.
It has resistive rather than capacitative touch which aparently is not as good but you then don't miss what you never had.
Imo the market works great though I've only downloaded freebie apps so far, chess, sudoku, google sky map.
Glad I didn't fork out 5 times as much on an iphone.
