I think it's stupid to reject people who don't have an active Github account. Lots of very talented programmers work on proprietary code, especially outside the narrow niche of advertising-driven products where companies tend to produce closed-source software.

Or working on their small startups which might not have time to open source components. It's easier when you have more scale, time and freedom.
