I work for a public safety agency in Southern California and we have a medium size IT organization within it we have a small developer core that help design and build applications. These applications are used daily to save people's lives. It does not pay much but at the end of the day you go home knowing that the work you did helped saved someone's life.

Yeah, almost all of it is shared with other departments for free if others are interested. For the most part lot of it is internal to an organization and the business practices and technology differ from agency to agency and as a result lot of it does not implement well. But lots is shared.
