There are 1.11 bikes per person in The Netherlands, but I don't see why that's too many. I've lived in Amsterdam and it's an absolute joy to move around.

Anecdotally, I've been told that people that live in a different town than where they live have:

* a bike to go to the train station * a bike to go from the train station to work * a nice bike for weekends
