What he did was recognize something that many engineers had recognized for a long time and he permitted the resources to flow to the right people. Sure, he introduced some of his own artistic flair. But the combination of radio, UNIX, with a nice API was an idea whose time had come. We just needed a CEO with the balls to let his engineers go for it.
There are many brilliant scientists and engineers that can nearly do magic, and not enough people who know how to discern what visions to fund. Every so often we get blessed with a Steve Jobs or Elon Musk who can send the resources the right way, but for the most part we get Carly Fiorina.
