In GNOME 2.24: "Keyboard Preferences" > "Layouts" > "Layout Options" > "Ctrl key position" > "Make CapsLock an additional Ctrl" OR "Swap Ctrl and CapsLock"

You can use the same utility to swap Esc and CapsLock.
