Don't quote me on this, but I think that feature might be new in 4.2. Can't find it on my HP TouchPad running CM10 either.

Indeed.. missing from my device running Android 4.1.2

Would be nice if that was mentioned in the article (I spent awhile trying to find it...), it's a really nice new tool they've put in.
