Decades ago, laying out text required using tools like troff, where the user had to memorize and embed codes to do the formatting. Then WYSIWYG tools like PageMaker finally became available to the masses, and you simply dragged things around on the screen to get what you wanted. HTML and CSS is a step backwards. I don't think anyone can remember all the CSS codes and side effects, and new ones keep appearing all the time. Myself, I can't "program" a non-trivial layout from scratch, I always have to find an example I can copy.
