I don't know anything about Dutch welfare applications. That said, in some areas, nationality or migration background is a valid signal.

For example, throughout Europe, immigrants from Islamic countries commit vastly more violent crimes than either Europeans or immigrants from other parts of the world. Ignoring that when investigating a crime might be PC, but also very stupid.
