As someone who had to ensure the "Operating System Wars", I can attest that it's likely not a joke, especially given the other writings on the same site. It is, alas, more of what we saw a lot of during that time, which was people expoounding at length (although on Usenet and FIDONET and the like, and so a lot less findable, or even outright lost, nowadays) in this sort of vein, with obviously shallow or no grasp of how computers worked or what operating systems were or could/could not do.
Getting executable file formats confused with interpreted languages, and indeed using the word "bloat" (something that no-one could ever provide an objective meaning for) is typical of such things.
