They were there as the original title is too long. The underscores indicated a place of elision - I had to make the edited title fit the slot. I could use the '…' (U+2026), but it's comfortable to just use the '_', and it is in general understandable (the underlines are typical to signify gaps).
Of course, if the admins prefer the string clean, without those marks - no problem, I was just sticking to the "don't editorialize" rule...
The title you suggest does not abridge the original, it changes it: it's not that "if exposed they get endangered", it's that "they are exposed, so they get endangered".
