Supposedly NSOs products are classed as restricted weapons exports by the Israeli government, and all sales have to be approved by the Ministry of Defense, so they have their own share of the blame when it falls into the wrong hands.
This is a bad argument. Even the most authoritarian and vile government atrocities come wrapped in veils of excuses, plausible deniability, etc etc. It’s one of the more creative government exercises in everything from reeducation camps, dubious sterilization programs, false flags, anti-terrorism, settling, and even justifying your ideology with bogus science like racial biology. You sprinkle doubt and narrative for your own approval ratings, for other nations, the media, etc. Even if your goal is genocide. Not even saying that’s Netanyahus goal, just refuting this simplistic Disney villain classification of genocide.
Having a policy directed at genocide does not mean not exercising restraints for various reasons, including the reason of having a certain level of deniability around the goal.
Your argument is grounded in conflating two unrelated propositions.
