I don’t know. Building your own gun from an 80% kit is absurdly easy. Hop on YouTube and watch some explainer videos if you haven’t done it. It’s easier than taking a trip to your FFL and filling out background check info. I see no problem with treating such an easily assembled kit the same way you treat a full firearm.
They are too late. 3d printing a 100% frame has largely replaced 80% for awhile now, at least for pistols that prompted this case. Good fuckin luck stopping that.
