Neither do other apps I use for messaging like Facebook Messenger, Instagram, or Snapchat. iMessage sort of does, but that's only because it's more a part of the OS, which already has your contacts anyway.

Signal also doesn't (on IOS at least), I just set it up for my parents and it asks for specific contacts.
