Every film does that. It's called a log line. Hollywood is chock full of classes teaching you how to write great log lines.

Actually, the logline is one sentence. If Scott is giving you two sentences to make your pitch, it's a luxury.

So, a sample log line for Blade Runner:

Deckard, a blade runner, has to track down and terminate 4 replicants who hijacked a ship in space and have returned to Earth seeking their maker

Does this feel like it really captures what makes Blade Runner a great movie? It seems like a fine basis for a sci-fi movie, but no better or worse than thousands of others.

The log line is the elevator speech. It gets you into the room. If you can't make a compelling log line you don't even get started. But saying "Make a good log line" isn't really much in the way of advice.
