How is this different from the Pachinko parlors in all major cities?

Pachinko technically isn't gambling for money, since you can only win non-cash prizes that you have to sell to a "third party" to turn them into money (and the Pachinko owner buys them back from the "third party" to prop up the cash value of their non-cash prizes.)

It seems like the new casinos will do away with that pretense and just have gambling for money?
