The other incidents mentioned in the story include drivers impaired by prescription drugs and good ol' perfectly legal alcohol.

Police believe they can rob you by charging your stuff with a crime, because stuff doesn't have rights.

Prohibition did nothing to stop usage, I doubt it did anything to stop usage while driving
