Ask HN: How does Uber know where I am?

I recently landed on a flight in a new city and I got push notification from Uber welcoming me to that city on my iPhone. Except the app was closed, background app refresh was off, and location services were set to “only while using”. Are apples push servers giving up my location or is it something else?

This could trigger through condition monitoring/geofencing which doesn't need (background) location permissions or an iBeacon.

This is an example of the kind of thing that led me to the stance that smartphones are too difficult to adequate secure for it to be possible to safely use them.
