Exactly who is Apple “competing with”? You might as well say they are 19 years behind in creating a search engine. It’s something they just didn’t care about doing until now.

Apple has a search engine. It's built into Spotlight and the Safari address bar.

Calling what Apple has a fully featured search engine is a little bit of stretch compared to Google or Bing.
