Freenet orginally was designed by Ian Clarke. Its initial version was released 24years ago (2000).
>Freenet is a peer-to-peer platform for censorship-resistant, anonymous communication. It uses a decentralized distributed data store to keep and deliver information, and has a suite of free software for publishing and communicating on the Web without fear of censorship
Its still being maintained by group of developers until this day.
One day around 2023 Ian Clarke jumped out of blue (it been long years since any his commit to the project), forcing community and developers team to rebrand 23 years old project.
It was decision against userbase, as well as against Freenet maintainors

Hes been working on another decetralized project called Locutus meanwhile.
Project that have different goals than Freenet(2000), where anonimity is optional feature at top of.
Out of, lets say 26^10=141167095653376 possible name combinations, he still decided to make hostage takeover of name. So Locutus becomes new 'Freenet', while really it doesnt.

Pretty obvious it been very bad decision for both independent projects. Causing mass confusion within userbase. Which you can read clearly on the comments https://news.ycombinator.com/item?id=40676335 https://news.ycombinator.com/item?id=40469711
