Is the difference so big compared with an "almost" eclipse were the shadow miss the Earth but the Moon and Sun aque quite aligned?

Does the extra mass of watter add more weight on the sea floor? I'd expect the pull from the Moon and Sun to (almost?) cancel the additional material.
