So, refusing to "investigate any instance" unless the "exact location" of purchase is known.

No. "Fine" is misreporting.

It is a fee, payable only upon optional acceptance.


Sounds like the person won't receive their mail if the "fee" is not paid though?

"Pay us $ (even though legally you don't have to), otherwise we'll be keeping and/or destroying your stuff".
