In my kids school 1 to 3rd grades (7 to 9 year olds approx) get 15 mins to eat a single course meal for lunch. My kid eats slowly, so never finishes.

Older kids can eat during breaks, the longest is 20 mins (that includes walking out of classroom and getting to cafeteria).
