I'm guessing that the motivation for this change wasn't geofencing warrants in general, but more like the abusive use cases of authoritarian regimes such as "everyone who participated in a public protest", or "all attendees of this private meeting", etc.

Perhaps even more sophisticated queries like "any pairs of phones that move toward each other, are turned off, turned back on, and move away from each other".
