How will they get the airship to the relevant region? It doesn't fly very fast (and presumably doesn't have incredible range, so would need to stop for refueling/recharging).

In the 1920s, the Graf Zeppelin could cross the Pacific on a single tank. I'd imagine we've made some strides in efficiency since.

You can have airships located in each of the regions where it is likely to be used.
