Lists generally don't make great submissions to HN, because there isn't enough specific information for discussion. Comments tend to be about the lowest common denominator of the items on the list, and this is usually pretty generic. It would be better to pick one of the most interesting items on the list and submit that instead.

There's lots of value in things that don't work well on HN.

upvotes are not a measure of value but they are a pretty good proxy for opinion.

Yes, that's a highly upvoted, highly generic thread most of which consists of either other lists or things to add to the list. That's exactly why these tend to get moderated off the FP - listmaking, while a noble pursuit, is not much of a conversation.
