Rather than "anti-hysterisis" and reprovisionable, I like the terms I saw in https://flyingcircus.io/blog/thoughts-on-systems-management-... which explains the terms from http://www.infrastructures.org/papers/turing/turing.html

Divergent (system might stray from what was intended), Convergent (management system tries to bring system to desired state), Congruent (management system forcibly sets system to desired state).

I think these terms more directly cover most of what the author discusses.
