This is pretty obviously trying to prosecute dissent. Writing the bail bondsman number down, giving money for people to get bail? This won't stand, but it could be years of trouble for the people they are attacking. And this will definitely chill resistance.
It's a black mark on the record of any prosecutors involved in this.
