You'll find almost all parks with drivable roads will have a clear definition at the entrance what's allowed and what isn't. If in Europe there was a sign that says "no vehicles", that disallows skateboards and bicycles too. Signs will always make it clear if they mean "motor vehicles".

In this case, there was no sign, only a rule. The sign was made up by the gp along with a bunch of other contextual details.
