The real issue is not really javascript itself, but the web engine which is a monopoly of big tech with their c++ compiler (blink&webkit, mit gcc and apple clang).

Online services which can have a noscript/basic (x)html portal should, and must if they are "critical". Don't forget, a noscript/basic (x)html portal is targetting reasonably 100% of the platforms past/present/futur, and it is usually extremly stable in time.
