Forfeiting Iranian citizenship is a fairly complicated process that ultimately requires permission from the uppermost levels of the Iranian Government as well as completing your national service. As long as he has Iranian citizenship, it's irrelevant whether he has a Canadian passport or not, it's a basic rule of international law that your country cannot (officially) provide you diplomatic assistance in another country where you're also a citizen.
