Not really going to get anywhere close to ban anything.

China is coming just one step behind openAI, and all they could ask is Western powers to stop AI research for a year or two, then they'll had the upper hand (hardware + software + expertise + training data aka TikTok), by 2025.

so this thing, whatever it is, won't really happen.
