In Denver and I question this data as well. It sounds like a nice program but I imagine it subsidized a lot of bikes that are sitting in storage for the majority of their lives.
There should have been more aggressive terms - completely free bikes if you don't have a car or get rid of one. There is no incentive to actually use them with the current strategy.
