In fairness, the Tweet provided with the table qualifies it as Japan having the highest of any developed country in the region, but it's still weird to omit that qualifier in one's own paraphrasing.
Pretty sure author was comparing Japan's birth rate against similarly developed countries. The argument being made is that developed countries naturally have lower birth rates, Japan's is the highest out of all (developed) countries in the geographical region.
As someone who live in Japan fair amount of time - Japan does not change. It irritated me at first, but once you immerse yourself in culture and understand why things are going the way they age going - it suddenly starts making sense.
Amount of foreign workers have increased a bit - that's true, konbini workers are quite often non japanese in Tokyo.
