This is the root of it. Those who wish for greater state control of speech feel that their perspective is ascendant to the point that their own core values are protected, and they can do without the expensive insurance policy. For a given set of core values they may be right. But I think the resulting level of authoritarianism will exceed most of their expectations. That makes me an insurance salesman.
