Is this not already what governments do to themselves? Justice is intentionally slow, so you don't even need to DDoS it.

How many illegal or unconstitutional executive orders and plans have US Presidents passed knowing that they will be stopped once the courts get to it?

I mean just this year, US President Biden tried to implement his student loan forgiveness program knowing full well that it's unconstitutional and would get stopped when a court got to it. However, "vote for my party - we want to give you $10,000" is a hell of a bid for the Midterm student vote, and that's all he really needed.



I dont think a single person (in this case, the president) suggesting some changes constitutes a DoS.

I meant more like using ways in which citizens can communicate with their government, and doing this through auto-generated texts which might seem like they're saying something, but are actually quite empty in their content. It'd be damn near impossible to (automatically) determine if some text contained some actual valid message vs the stochastic parroting that LLMs do.
