Yeah, I work in software development for an app with a large user base from over 20 years. This would never work, mostly because the demands of the users not only keep changing, but we constantly have ways to improve the core functionality as new technology/platforms get developed over time. Besides, our competitors would never agree to some kind of "maximum" either, so we would lose those users to our competitors.
