Given that there is an iPad with a M1-chip, I think Apple is smart and produces broad chips that fits in all the devices and potentially VR glasses.

It makes sense that their more expensive M2 Pro chip is made on the 3nm process, which is more expensive and has less capacity. It would go to more expensive Macbooks because those are less in demand and have a higher price. For the VR glasses it makes sense they release an expensive developer unit and wait for 3nm to ramp up for the mass consumer version.
