I agree with you, and I think that part of the issue are the animations that run when doing practically anything on a newer OS, like maximizing or minimizing a window.

Edit: in some cases animations can be disabled, which does a bit to bring back the snappy feel, but there are probably additional reasons why the modern stuff might not be/feel as snappy.
