Somehow I brought an 8 core desktop to its knees because a combination of heavy disk+network IO and using pycharm caused windows to just stop servicing pycharm at all, until I stopped the download. I had free memory, disk, and cpu time, I think interrupt processing was stalled or filled? But the hardware was idle.
