Gamers and programmers don't deserve any more or less priority than any other group of people. They're simply a stable market, extremely unlikely to suddenly go away in a poof, like it could happen to e.g. Ethereum if they (ever) switched to Proof of Stake, or if a few western countries got fed up and banned them.
This is simply nVidia trying to extract as much profit from the situation, without undue risk of having massive unsold inventory, but also without pissing off the 2 big markets which will certainly exist tomorrow, to curry favor with the one which might not.
