I believe this is in reference to those who have breakthrough infections while already vaccinated, hence acting as a "booster".

Unvaccinated with an omicron infection is not necessarily the same thing, and isn't likely to have as strong an immune response.

I’m not sure what you think you are saying. But vaccinated + previous infection is superior to either alone. Hence the “super” booster nomenclature.
