That feels carefully crafted to suggest it would be harder or more expensive than getting the same energy with fossil fuels (which isn't true) while carefully avoiding actually saying that untrue thing.
The statement is not sufficiently defined to be true or untrue in all cases. Energy is not just energy. It has to have certain characteristics and parameters in which it can be utilized. In some instances, fossil fuels will be able to be displaced by local sources easily. In others, it will not.
