Another possibility I've heard is that so many programs still used by businesses have some kind of code along the lines of

   //check if windows 95 or 98
   If (WindowsVersion.StartsWith("Windows 9"){
   //do windows 95 or 98 specific stuff
   }

That naming it windows 9 would have caused issues for a lot of products
