It doesn't.
What it does, is show this banner on the Bing search results page, which Microsoft own and is the default provider in Edge. The Chrome download link is still the first result and works fine.
This is no worse (actually, significantly less bad) than Google badgering you to download Chrome on every darn web property they own, which happens even when you're not in the market for a new browser.
