I think it would be pretty inaccurate to argue that because it's not "complete failure" that it's not a failure. People are dying of medically preventable situations on the basis of triage, and it is fairly widespread in places where COVID is unchecked. I think that's really not ok; especially not when it's unvaccinated COVID patiences.
