Does this mean that Iran is eavesdropping on gmail users IN Iran? Or outside their country too?

Yes, this fraudulently-issued certificate is being reported seen in the wild from users of Iranian ISPs. It has not been reported anywhere else.

If you were using an Iranian ISP to log in to *.google.com, you may have been hacked.

The consensus seems to be that this only effects users in Iran who are not using Chrome. The result is any information sent to or from a secure Google domain could be silently intercepted and modified.
