It's usually easier to get promoted to manager internally, then move to a new org. You can do it, but you may have to justify some form of management experience (tech lead duties, etc.). Alternatively some companies are fine with hiring a temporary senior that states that they want to grow into a management role. This gives a sort of trial period to the new company, and you can set expectations (give it 6mos, one year and then you'd like a management role).
Switching to a smaller company, or a company with smaller teams can help. When I started as an EM I didn't want to have more than 4 engineers on my team because I had a lot of things to figure out and processes to hash out. Now I'd be more comfortable managing a mid size team, although I'd miss being less hands-on.
