I'm not an expert, but it's not obvious that the camera angle actually changes (as opposed to postprocess movement) in the one shot where the camera actually moves.
You're not contradicting the parent comment though. It's not obvious that they had tracking back then. I wouldn't be surprised if they did it all manually, frame by frame.
I'd say not a chance in hell they'd be able to do a good job in 1992 doing effects on a running Robert Patrick while the camera is on a vehicle.
